Agenda: The Concept for the Development of Mentorship and a corresponding action plan; subsidised mortgage support for IT specialists.

Good afternoon, colleagues,
Before turning to today’s Government meeting agenda, I would like to begin by announcing an important decision.
Pursuant to the President’s instructions, we have drafted a Concept for the Development of Mentorship, along with a plan of measures to implement it. These documents are aimed at shaping unified approaches in this sphere, based on the existing practices for the economic and social development of this country as a whole and each region in particular.
As the President has emphasised, we must create the conditions necessary for people of all ages to reach their full potential in science, technology, and industry, given that in the final analysis, the future of our Motherland depends on the joint achievements of mentors and their students.
We plan to involve veterans of labour, war veterans, and representatives of Russia’s traditional religious communities in this work. The institution of mentorship should be introduced not only at all levels of the education system but also within businesses, particularly where company owners and CEO’s are committed to investing in young talent and wish to retain and motivate them to achieve professional success.
For this purpose, the Professionalitet federal project is being implemented in a pro-active manner, with advanced engineering schools at work. The training process involves this country’s leading companies, with students increasingly addressing practical tasks.
This approach has proven effective in a variety of areas, from industrial worker jobs and engineering to science and the arts.
I hope that this concept will generally help to enhance the prestige of our teachers and mentors.
Today’s agenda includes an issue related to developing the IT sector.
The President has noted that to attain technological leadership, it is necessary to support companies and startups that produce data storage and processing equipment and develop Russian software.
The Government is implementing a number of systemic measures aimed, among other things, at creating favourable conditions for specialists employed in this key sphere. At the President’s initiative, there is an easy-term mortgage plan in operation for their benefit. With this plan, they can buy a flat or a house in the primary real estate market, as well as a plot of land for housing construction purposes.
Since the programme was launched, a total of 84,000 IT sector employees have accessed beneficial-rate loans. This year, the federal budget has allocated about 59 billion roubles for this purpose.
Today, we will allocate an additional 61 billion roubles.
Owing to the continued government funding, IT company employees and their families can address their housing problems.
